The Triarii do not have option to upgrade to Mele expert ? Even the penal legions can be Mele Expert. I assume its an oversite as the Triarii are the most experienced troops in the army.

No, it is intentional. They are Superior and Long Spear.

Superior and Long Spear is quite effective enough. No reason to give them Melee Expert on top. Very few troops get Long Spear and Melee Expert (Spartiates do but they were lifelong full time soldiers, Roman triarii were still a citizen levy).
