LOTR Third Age Dwarves:

Professional or Instinctive Command
Guard etc: Drilled Flexible, Superior, Fully Armoured, Shield cover, 2HW, ME, Shieldwall, Shove when close, optional integral shooters.
Most units, Formed Flexible, Average, Protected, optional ME otherwise as above.
Levies etc; Tribal Flexible no Shield Cover or ME
Very few skirmishers.

I can find no fault whatever with Lance's ideas here on Dwarves. Integral archers seems unDwarflike, but I freely concede there is some support for it. Most Dwarves belonging to a large kingdom might all be upgradeable to FA, but that's just my opinion. 
We might want to include a rule that Dwarves within missile range of the enemy MUST be in shield cover, and thus are slower and better protected.
Bodyguard Dwarves charging into combat for the first time should get to roll twice the usual number of dice if the player calls out "Baruk Khazad! Khazad a' menu!" before rolling.  Just to add a bit of color.
