Pacto question
Single base Cavalry with unskilled javalins shooting is down for single base and down for unskilled so in MeG maximum it would be Black with only Slowing effect but you don't have slows in Pacto so no effort is possible. Playing the Pacto Lt Republican Romans from the New Rule on Tuesday who have 3 bases of single base Roman cavalry with unskilled javalins shoot and Charge.
How do they shoot?

Presumably they will have no effect unless shooting at Poor when they will be Black dice.

Exactly so.  To shoot you need them in 2s.  But the Romans are better with them in 1s BUT make sure you lead with the legions and use the cav only to protect them while they do their best work.  The cav have little staying power in 1s.
